"Return To Channel" settings not present with any cIOS on base 57

What steps will reproduce the problem?
1. Install cIOS 249 on base 57 (rev 19 or 20)
2. We can't see the settings "Return To Channel" and "Disable Return To" 

What is the expected output? What do you see instead?
The settings are hidden, but working if you have selected it before with a cIOS 
249 on base 38

What version of the product are you using? On what operating system?
Using Wiiflow r181

Please provide any additional information below.
The setting are visibles with cIOS249 on base 38. When you put the settings to 
come back to wiiflow on exiting game, then you install cIOS249 on base 57, the 
settings are hidden but continue working.

I forgot to re-enable that after i fixed channel booting in base57.  I'll do 
that next commit but 182+ is currently unstable so i dont recommend updating.
