Wiitdb does not update correctly.

What steps will reproduce the problem?
1. Go to the downloads section in the settings.
2. Click the button to update wiitdb.zip

What is the expected output? What do you see instead?
It should download the zip then update the requisite files that wiiflow pulls 
the information from. Instead it will download the zip but not update them.

What version of the product are you using? On what operating system?
I am using R304 with ciosx 249 revision 20

Please provide any additional information below.
All my data is stored on my hard drive while I load the app from my SD card 
because HBC does not support NTFS. I get around this bug by deleting the idx 
file and the sub file in the wiiflow settings directory (I also delete the zip 
file to prevent another bug).
