r411: titlesdump.ini wrong characters for ä/ö/ü #516

What steps will reproduce the problem?

1.write ä/ö/ü in the title/disk header of a *.wbfs file with Wii Backup 
Manager
2.Start WiiFlow r411 for the first time, it creates the titlesdump.ini

What is the expected output? What do you see instead?
Expected: see ä/ö/ü in titlesdump.ini and in titles displayed in WiiFlow
Instead: see ä/ö/ü

What version of the product are you using? On what operating system?
r411 - 4.3e - d2x.v6 249[57]

Please provide any additional information below.
I've edited all the game titles with the newest Wii Backup Manager and used the 
proper german titles becaus I don't want to use the wiitdb file or 
costum_titles.ini

fixed in a higher rev.  dont report issues with unreleased versions.  also make 
sure ur file is utf8 when testing the newer versions.
