InternetDomainName.topPrivateDomain() Fails on Suffix .ET - Ethiopia and .ZM - Zambia #40

When calling topPrivateDomain() on a domain that ends with .ET - Ethiopia or .ZM - Zambia I get an IllegalStateException stating that the domain is "Not under a public suffix".

.ET - Ethiopia and .ZM - Zambia is on the public suffix list and should return true.
