More UX changes for debug tree view #1010

Per @vconzola's feedback on #1007, there's a bit more to do here:

Hide app navigation on the debug route
Use Level layout to add always-shown kebab
Open JSON in a modal - fix the JSON view stuff for:
- Namespaces in plans page
- PVs in wizard

@eriknelson Vince wants to make sure we at least remove the nav on this page before we send it to QE, to avoid confusion there. I'll draft a PR asap. When do we need that done by?
