Bug 2015550: Regression fix - respect NO_PROXY for token request in auth flow
Check no_proxy for tokenEndpoint
Capture edge cases for NO_PROXY url
Remove protocol requirement && update function name
remove destructured protocol value
Change invalid url logic to return false when invalid
add-cidr-check
Change host to hostname for cidr arguments
