add segment and send campaign to segment #21

I have added some features : 1-

listStaticSegmentAdd : function to create a segment -listStaticSegmentMembersAdd: function to add members to a segment -listStaticSegments: function to retrieve all segments 2- i changed the create(Campaign) function so that a user can send camaign to a segment. 3- it's better to create a getters functions because, if anyone want to override our bundle ,he will have to rewrite all params
