Your project seem to have a not good will intention. I do not support projects which will harm other people. Closed for those reasons.

I doing it now with changeUID.ino, it's legitim. It's 100% legal.

No. Except you are the boss but then you may violate the license from the manufacturer of your system.

I'm trying to make for people at my work, theirs own credential. Credential that they already have. I can't change their permissions only give then a second key.

You trick the (access control?) system. Creating a fraud card is indeed a violation of the law in most countries.
