Add additional platform and project info to readme #510

Updates the README with the following changes:

Adds metadata badges for Swift version, SPM support, license and more.
Adds section with info about contributing
Adds section detailing the platforms supported by the project
Adds section summarizing the current development status.

@migueldeicaza I took a pass at adding this information from what I could gather from the existing documentation and Slack discussions, but if you can validate the accuracy of the information and suggest edits where appropriate that would be much appreciated.
