System 7.0 always starts up in black-and-white in Basilisk II #145

Appears to be specific to the IIfx (and other older ROMs) - does not affect the Quadra 650 ROM.

https://www.emaculation.com/forum/viewtopic.php?t=9307 talks about this, but it does not appear to be a PRAM issue.
