Changes:

new file: bot/commands/admin/slow.py
modified: bot/commands/index.py
modified: bot/dialogs/misc/handler.py

This commit introduces the possibility to activate "slow mode" with the command

/slow flag msg_num seconds (see slow.py for details)

The settings of each group handled by the bot are saved in the file 'slowmode.ini' that will be created by the bot in the root folder.
