Beyond project folder #69

Hello,

brackets-todo doesn't work for me outside of project folders. Even if I open a file temporarly using FileZilla.

Would be nice, if the extension works without a project folder.

This should work right now as long as you don't have an active project with a .todo file in it's root.

I'll look into if I can override the project setting if file lives outside current project but it will probabaly take some time to get working.

How can you make this active for both .js files and .html files in a project? Oh sorry already closed in https://github.com/mikaeljorhult/brackets-todo/issues/70
