ci: release to luarocks when a new tag is pushed #119

Seems to be failing because nvim-neorocks/luarocks-tag-release wants to run the tests before publishing to luarocks. Maybe solved by https://github.com/nvim-neorocks/luarocks-tag-release/issues/430
