Add capability for "publishing" projects from World Editor #39

Currently, a project can be previewing in the World Editor easily. However, it 
is not immediately obvious how a person might take that project and embed it in 
its own page.

There should be a "publish" function that makes this simple and easy for the 
user.

Created initial publish feature which creates an html file which can be viewed 
immediately as well as a tgz with everything needed (except model assets) to 
view the html file elsewhere.

This has been verified and made it into release 1.4.0.
