Store torrent data in IndexDB or LocalStorage, etc, so on returning to a torrent, you don't download again #3

This also means that if all seeds leave a torrent, the torrent still lives offline on someones machine, until they come alive again.

It would be cool to have this configurable, so it can be enabled/disabled too.
