Add an option to ignore draft PRs #81

This works similarly to the ignoreOwnPrs option. But it also adjusts the link that popup.html will send you to (this benefits both ignoreDraftPrs and ignoreOwnPrs).

Fyi I couldn't get yarn test:manual to work, it wouldn't launch my Firefox instance. But tested by temporarily installing the addon manually.
