PR summary

Adds the two Oxford University "arcus" clusters.

Note: added as separate entries as they are technically two separate clusters (see: https://help.it.ox.ac.uk/arc/connecting-to-arc).

Note2: The "arcus" clusters aren't capitalised, but it seems like every other entry in the Academic list are. In order to match the current style would you like me to capitalise the entries?

I don't mind but my feeling is to go with whatever the local teams call their clusters. What do you think?

Sounds reasonable, worst case scenario it's an easy enough replacement 🙃
