please add LICENSE file.

Yes, please provide a LICENSE file, or at least an explicit statement as to what license d3py is licensed under. Otherwise people cannot freely use it, because by default github copyright policy assumes that the package remains personal, with no rights for others. In turn, this limits the use and popularity of the package.
