New DMs not working #785

Just tried with bu5hm4nn and didn't see anything outbound or inbound.

Fixes on unstable.

  1. We were hitting an error trying to unwrap the giftwrap for the other person, and thus never storing or sending
  2. We were not tagging the recipient in the rumor, so it wasn't showing up in the DM channel.

Works for me now. @bu5hm4nn let me know if you got my recent DM that mentions p tagging and if so we can close.

I think this is working now. I had to set the kind of the inner rumor to 14.
