Can we make this php 7.0 compatible? Or is 7.1 absolutely necessary?

@ecornelisse Let me have a try at working this with PHP 7.0.x As I recall (it has slipped my mind) there was a specific reason for requiring 7.1 but I have to review it again to recall.

I am going to take a stab at this over the weekend and see if I can refactor to work within PHP 7.0.x
