Loop closure is unreliable #6

Generally, we're getting very few loop closures. Need to investigate better strategies for when to accept a loop closure from the scan matcher.

@mikeferguson are you actively developing this package? We are adding NDT MCL support to https://github.com/Ekumen-OS/beluga and an NDT mapping solution would be a great complement.
