If the photon loses frequency during its journey, but not wavelength, the z values of light measured by frequency or wavelength should differ, and they are observed to be consistent photons traveling at c.

This could only be solved by a model of the photon that doesn't have frequency or wavelength inflight, only after an interaction/observation.

This requires more explanation, and a working mathematical model of quantum electrodynamics to completely resolve.
