Disconnected Network errors in aggregation #7

In tracking down #6, I found that ~34 flowlines in VPU01 are disconnected from the network.

These include:

This is occurring in collapse_headwaters when 2 a small headwater catchment sits between two large enough catchments where one flys water over the small one.
