Running the Dockerfile I received error message:

Error response from daemon: Dockerfile parse error line 36: unknown instruction: JUPYTER

I removed the comment "# SEE: https://shiroku.net/robotics/install-jupyter-notebook-on-jetson-tx2/" from the Dockerfile and was successful in running Dockerfile
