Add recipe for NFS package #1

This PR introduces two environment variables (see commit messages) to control recipe building. And it provides recipe for NFS package.

@gberginc I'm merging this PR myself since it's a blocker for continuation of development. I totally understand you are busy these days so I will try to put no additional pressure on you now during the active development of the initial version.
