Correctly handle phase changes in a set of ORs

Changing to a new phase after an SR makes the simple logic calculate the wrong number of ORs.

The script should check back to the most recent SR's phase.

18chesa does this now. It should be backported to the others.

1889 does it better. Document Properties is the way to go.

FYI 1846 does not change number of ORs ever.
