Improve feed titles in GeoRSS feed #36

The RSS feed needs a better title than "PlanningAlerts.com". It
should be specific to the actual API call, eg.:

- Planning applications in Sutton from PlanningAlerts.com
- Planning applications within 400m of SW1A 0AA from PlanningAlerts.com

etc.
