#2 Switch test submodule URL, add Draft 10 Support. #3

This is a follow up to pull request #2. After changing the test submodule URL, run_tests.php runs without any errors.

Travis is having a hard time with the submodule change in this pull request. It's working fine for me.

The command "git submodule update" failed and exited with 1 during checkout.
