WebDispatchFormatter.ConfigurationBehaviorElement should support IEndpointBehavior (shaunco) #7

Per the discussion thread at http://wcfrestcontrib.codeplex.com/Thread/View.aspx?ThreadId=68350:

It would be great if the WebDispatchFormatter configuration could be applied at the endpoint or service, instead of just at the service.
