Transfer to tc39 #5

proposal repos must be hosted in the tc39 org as a stage 1 requirement. Please follow the instructions here to transfer this one.

@ljharb, feedback was that I should combine this and proposal-hostensurecancompilestrings-passthru. Should I just pick one to merge into or create a new repo for transfer?

ah, thanks for the context.

Whichever you do is totally fine :-) whichever you select (merge A into B, B into A, or create a C that obsoletes both A and B), this issue is meant to track the final repo bouncing into the tc39 org.

Thanks. I will create a C, mark A and B deprecated, and do the transfer.

If A and B are worth preserving (for historical context, say) then we can also transfer both of those (and archive them after leaving a note on the readme that points to C), if you like.
