Adds a .gitattributes file
Simplifies the PR template
Updates the readme for accuracy.

Context: Discussion for these changes was on discord, mentioning how the prior form did not work well with PRs generated from commits by GitHub + the defaults for git on windows leading to clrf/lf line ending switches. (May add a check for this later too?)
