Add cleanup strategies for the following:

[ ] substring
[ ] regex (locked behind basalisk feature)
[ ] User
[ ] Attachment (with type support)
[ ] Embed (with type support)
[ ] Excessive elements (there's an abuse case with over 200 elements such as spoilers....)

(context from other discussions): implementing a retroactive cleanup isn't worth it with ratelimits as they are. At a certain point, just ban/softban the user and delete messages with them.
