Modify explanation of 200 element annoyance filter #27

When discord (eventually) fixes https://bugs.discord.com/T812, this filter should be retained. This amount of emoji or formatting characters is still beyond the scope of what most servers will want to allow, but once fixed as misbehaved, the description of the filter should no longer say it breaks rendering.

Still broken on discord's end, with people actually finding new ways to abuse it in a way that is a larger issue image

(actual message content is more than that link, having a bunch of spoiler elements and then an actual youtube link)
