Need unit tests for at a minimum, the core logic.

Will close at 90% coverage.

89.04% and I'm fed up. Some very specific states or defensive branches are left and all of the EthPM code since it's not worth testing yet. Once the EthPM stuff is finished up the coverage should increase significantly.
