NOTE: Branched off of the PR to upgrade to Rails 7.0, which is branched off other upgrade branches.

Problems Solved

Gets us up to Rails 7.1 and Ruby 3.2.2!

Things Learned

Upgrading alone doesn't use the latest and greatest ways of doing things in Rails. I'll address that in a subsequent issue(s).
