Set time stamp to be universal time instead of EST #45

Easy to change to UTC date methods (note to self getUTC...), but I worry that the assessor will be very confused. The current method should be getting the time set on the client's machine which I think is reasonable. Let me know if you really think UTC makes sense here and I will change it.

It's not critical, I just thought that it would be easier to use that for verification purposes, but in reality we very rarely make reference to the timestamp at all, and it is not critical real-time information for the enumerators. Also, it would just be one less thing to have to customize later through the wizard.
