The order form should have an input for each size of each color of each garment.

A garment has a body style (e.g. Women's T Shirt) and a design (e.g. Covered Wagon Terrapins).

One good option for ordering the items would be to group by design, with the newest on top. Then within a design, group by customer type (men, women, toddlers). Then by the type of garment, then by color, and then horizontally from smallest to largest.

However if there is a different orientation that seems better, we're open to hearing what that is.
