I checked before September they are all 1080p, and 720p from September.
https://www.instagram.com/instagram/p/DBoqEUkSQ4T/ has 1080p videos.
From October 16 to 23, reels were downloaded in the HEVC codec, with the very high bitrate, HDR and 60fps (when available), possibly with video quality like in app viewing or better. Is there any way to download Reels in such high quality again or did Instagram irrevocably removed this opportunity?

of the latest mobile app version?

Observing the small sizes from the videos i downloaded from the past 2 months i figured out that none of them were over 720p. Checked the API calls and did them myself but the response does not contain a higher quality version URL.
Did Instagram just stopped sending HQ versions of videos all together even if in the app? (Not that easy to tell the difference visually) or is there like a new header or cookie or a setting you need to provide. Sorry but my experience is limited in web-scraping so i can't really tell.
But photos work fine though.
