Include zero-offense cops #2

As is, if 100 cops are enabled, and 2 have offenses, you will see 2 failures. Your failure count will vary, but not your failure percentage.

For CI trending, we want to see a trend, seeing tests turn green over time - if there are 100 cops enabled, we want to see 98 cops passing, and 2 cops failing.
