Is it possible to make a hotkey or option for removing a window decorations?

Can you give me a use case for this action? I'm not sure what you are wanting 
to do.

Something like Media Player Classic on win: you press key 1 and there's remain 
only video picture, without window's border and title, you press 2 - there's a 
minimum controls appear, press 3 - full controls with window title, top menu 
and so on.
I looked up some documentation for gtk3 and vala, there is a method:

Borderless window should be dragged by left mouse click.

I have to say that it is not something I'm really interested in. I don't think 
it would be that difficult to do, but it kinda conflicts with my view of the 
application. So I'll keep it in mind. But, if you could provide a patch to 
implement the feature, it would be more likely to get done.
