User notes to `Character` and `Group` #381

Add an ability for the user (assuming the proper rights to the Character or Group) to add notes from the front list, along with the favorites.

Based on the expanded #253 concept, blocked by it. Should either be done after #379 or its expansion to group should be added to #379.
