Following changes are made -

remove unused mask_wearing related code
fix the unmitigated reduction levels
refactor tracking of symptoms (PR #46 )
add post-lockdown scenario. It's another configuration file - post-lockdown-no-tracing.yaml
fix quarantining for bdt
fix oracle
