Having one folder for reported data #96

@AndrewRWilliams @paksha Can we have one folder where you guys can put the csv files?

I see that there is data/qc.csv and daly_data/life_expectancy/something.csv. We can have one folder - frozen_data or something like that. data name itself is confusing because there is data for ML as well.
