Allow user to preempt Theano import via environment variable

Fuel is supposed to be Theano-independent. This seemed to be causing somebody trouble on the mailing list so maybe we should just provide a short circuit.

This ticket should now essentially be "diagnose mysterious test failures on #365 and rescue the commits therein".
