add a split page version of the nixos manual #29

for the nixpkgs manual there is https://ryantm.github.io/nixpkgs/

i want to link to a section like https://nixos.org/manual/nixos/stable/#module-postgresql without forcing the user to load the whole nixos manual

ping @ryantm

there is https://nlewo.github.io/nixos-manual-sphinx/ but thats not perfect
