Initial Build out for weather API

Develop a code base which can build a weather data system for the ducks mobile app.

• Call out to a weather API, with date, LAT LONG; to retrieve data needed for various aspects of the mobile app/interface
• Expose a simple API to the internal app, which serves as a facade interface from the weather API messiness.
• This simple API only accepts LAT LONG, datetime
• Functionality to infuse a GCP BigQuery table with weather data for the past 24 months; starting at 15 minute intervals for each Blind/POND LAT LONG
• The goal of this is to develop some analytics which account for weather in the analysis

We have tested https://openweathermap.org/api already There is interest is using WeatherUnderground API - needs research first.
