Add support for fan #13

Add support for a fan. In my case it is a Technical Pro FXA16 WIFI Enabled 16 Inch Standing Fan With Oscillating Feature https://www.amazon.com/gp/product/B07RM6XQ4L/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1

Adds fan.py Modifies pytuya/init.py to add FanDevice class
