Add irc communication #45

Is your feature request related to a problem? Please describe. The game doesn't have any kind of text communication so we need to resort to discord or other ircs and play the game windowed to read the chat (except for windows users using overlay)

Describe the solution you'd like An in-game irc: global chat and team chat (for sa-x mode)

Most Linux DEs have the brilliant feature of pinning applications to always be on-top as well as change their transparency, so Discord-style overlay isn't really needed :)
