What functionality does this accomplish?

closes #24

Description:

Adds ExCoveralls configuration for tracking test coverage.
Currently at 66% coverage overall after removing generated files from coverage report

To run tests with coverage report, run: MIX_ENV=test mix coveralls.html

Current Test Suite:

Test Coverage Percentage: 66%
