Move configuration from notifier to server

While a lot of configuration settings should be overridable on a per-client basis, it would be helpful to configure at least a set of sensible defaults on the server.

This applies mostly to these settings:

• tracker
• category
• target version
• assigned to
• login
• reopen-strategy
• priority
